The Oyo State chapter of the Allied Peoples Movement (APM) Campaign Council has criticised the manifesto of the All Progressives Congress (APC) governorship candidate, Senator Sharafadeen Alli, describing it as lacking originality and fresh ideas to address the state’s challenges.

The council said the Oyo AHEAD manifesto, unveiled by Alli amid much fanfare, was largely a collection of recycled promises and policies already being implemented by the administration of Governor Seyi Makinde.

In a statement signed by Dr Sulaimon Olanrewaju, Co-Director, Media and Publicity, Oyo APM Campaign Council, on November 3, 2026, the party questioned the originality of Alli’s proposals, particularly his pledge to establish fully equipped primary healthcare centres in each of the state’s 351 wards.

According to the council, the proposal mirrors the existing one-primary-healthcare-centre-per-ward policy of the Makinde administration, which it said had been pursuing the rehabilitation and upgrading of primary healthcare facilities across the state.

It argued that Alli had failed to explain what new approach his proposed healthcare programme would introduce or how it would improve on the existing policy.

The APM campaign council also identified proposals on teacher recruitment, hospital development, prompt payment of salaries, pension reforms and economic development as familiar campaign promises rather than innovative policies.

It questioned why residents should replace an administration already implementing similar programmes with a candidate whose manifesto, according to it, offered no superior vision or distinct approach to governance.

The council said a credible manifesto seeking to replace an incumbent government should clearly identify the shortcomings of the existing system and present innovative solutions capable of transforming governance and service delivery.

It further faulted the Oyo AHEAD document for failing to provide a groundbreaking healthcare financing model, institutional reforms, a comprehensive civil service modernisation agenda or a technology-driven framework for public service delivery.

According to the statement, the manifesto focuses more on expanding existing programmes through additional facilities, recruitment, spending and government interventions than on introducing transformative ideas.

It maintained that development should go beyond doing more of the same things, insisting that effective governance requires discovering better and more innovative ways of delivering public services.

The council concluded that Alli’s manifesto was heavy on promises and rhetoric but weak in original thinking, arguing that it had failed to establish a compelling reason for Oyo residents to change the current administration.
